Transporters have few days to register in the access system to the Port of Rio

Companies and self-employed drivers who have not submitted documentation have less than two weeks to file documentation to regularize the situation in a new CDRJ system. Officials say the deadline will no longer be postponed.

Road transporters and autonomous drivers have until May 31 to register with the dock access management system (SGAD) in the Port of Rio de Janeiro. The companies, however, need to create their profiles and send the necessary documents, within the required standards, until the next May 18th, since the Port Guard has up to 10 working days to carry out the authorizations. The tendency is that users and cargo owners charge cargo transporters because, if they are not regular at SGAD, they will not be able to schedule cargo entry at the terminals.

The Union of Cargo Transport and Logistics Companies of Rio de Janeiro (Sindicarga) highlights that the system eliminates the need to take paper to the port guard. The director of Sindicarga, Filipe Coelho, explained that this period of up to 10 working days serves to prevent companies from leaving until the last minute. He stressed that maintaining the regular cadastral situation in the systems requires attention on the part of companies. Coelho considered that there was time for companies to plan and that the extensions requested by the union were met.

Between March and April, the guard made about 30 thousand permits at SGAD. The substitute superintendent of the Port Guard, Péricles Mosso, said that the system reduces the need for commuting and the bureaucracy of the presentation of documentation by users. From the security point of view, he highlighted that the port is a strategic area for the country that needs strict control and continuous monitoring. Mosso also said that the system has been receiving effective contributions from users throughout its development.

The port authority's people and vehicle control system was developed by Multiterminais' information technology (IT) team, the port leasing company. The director of IT at Multiterminais, Antonio Rodrigues, explained that the system allows the control of the registrations and the activities of transport, drivers and trucks by the company docks, which may or may not authorize entry. Authorized hauliers are provided with a QR code, which has helped to eliminate queues and discipline time windows. "Some autonomous transporters are now able to make more trips because they waste less time on the gates. For terminals, discipline the gate and interact with the docks, which hold the windows," he said.

The superintendent of the port guard of Porto do Rio, José Tadeu Diniz da Paixão, said that eight fugitives from Justice have already been captured thanks to the data support that the system brought. Tadeu said that, to date, there has been no formal consultation by other port authorities. He believes, however, that the system adheres to international concepts and standards of operation and certification, such as ISPS Code, and can be integrated with other platforms.

SGAD was thinking about the ports managed by Companhia Docas do Rio de Janeiro (CDRJ). In addition to the Port of Rio, the system should in the future cover the ports of Itaguaí, Niterói and Angra. For those involved in the project, it is possible that in the future this system could be designed for other ports in the country and even interact with government databases. The IT manager at Multiterminais, Rodrigo Aguiar Paulo, stressed that SGAD is able to integrate with other databases, which depends only on the authorization for integration by Organs responsible bodies.

The president of the Brazilian Association of Users of Transport and Logistics Ports (Logística Brasil), André de Seixas, said that SGAD will not let any irregularities go unnoticed. For Seixas, it is difficult for the transporter in a regular situation to compete with competitors who act without complying with the rules. "So the user is not at risk of having the truck stopped on the road with his load. The system will attract more good companies and the user will have efficiency gains", he stressed.

The assessment of Logística Brasil is that the bias, which used to be security, started to balance itself with the users' activities. Seixas stressed that the registration deadlines have been postponed and widely disseminated since last year and that it is important that users cover the carriers to be up to date with the registration. The system started to be configured in February 2018, with about 30 meetings between users, terminals, port authority and consenting bodies.

The initial deadline was December 31, 2020 and was extended to March 30, then to April 30, and finally to May 31. An open group on Whatsapp was also created to write questions and solve problems. In addition, every Friday at 15 hours meetings are held with all the actors in the port. At these meetings solutions are presented and adjustments to the system are discussed. The Port Guard has a unique Whatsapp number for the SGAD. The CDRJ has made available on its website links to manuals related to the registration and permission rules vehicle access to the Port of Rio de Janeiro.
